Agenda for the FERC Meeting in September 2025 Summary
The Federal Energy Regulatory Commission (FERC) has been busy with a series of filings and updates in recent times. Here's a roundup of some of the key developments:
Southwest Power Pool, Inc. (SPP) Filings
SPP, an independent system operator, has made two significant filings with FERC. On April 28, 2022, SPP submitted its initial compliance filing with respect to Order No. 2222. The filing requested an effective date of December 31, 9998. More recently, on December 13, 2024, SPP filed another compliance filing under Order No. 2222, again requesting an effective date of an indefinite future.
NERC Petitions and Proposed Standards
The North American Electric Reliability Corporation (NERC) has been active as well. On December 20, 2024, NERC filed a petition for the approval of Reliability Standard CIP-003-11, aimed at protecting Bulk Electric System (BES) Cyber Systems against compromise. In April 2025, NERC submitted a petition for the approval of proposed Reliability Standard EOP-012-3, which aims to enhance the reliability of the BES in North America.
In July 2024, NERC submitted eleven proposed Reliability Standards and supplemental information to improve upon current standards and definitions. The Commission has also issued a Notice of Proposed Rulemaking (NOPR) on September 19, 2024, directing NERC to develop Reliability Standards addressing supply chain risk management plans.
Other Notable Filings
The New York Independent System Operator (NYISO) submitted a compliance filing on March 28, 2025, in response to Order No. 904 issued by the Commission on October 17, 2024. Duke Energy filed a petition for declaratory order, blanket authorizations, and waivers, and FERC may issue an order on the petition.
The agenda for FERC's upcoming open meeting on September 18, 2025, includes items related to electric and hydro systems. The Commission may consider orders on several rehearing requests, including those related to PJM Interconnection, L.L.C.'s proposed revisions to its Open Access Transmission Tariff and the Reliability Assurance Agreement (RAA), as well as Alabama Power Company's Shoreline Management Plan for the Martin Dam Hydroelectric Project.
On April 21, 2025, the Alutiiq Tribe of Old Harbor filed a request for a stay of Article 301 of the license for the Old Harbor Hydroelectric Project. The Commission may issue an order on the request for stay by the Alutiiq Tribe. Similarly, the Commission may issue an order on the rehearing request by Southeast Oklahoma Power Corporation regarding the termination of the pre-application proceeding for the proposed Pushmataha County Pumped Storage Project.
A notable settlement was approved by the Commission on December 28, 2020, when the New England Transmission Owners (NETOs), joined by ISO New England (ISO-NE), filed a joint offer of settlement and request for ruling. The Commission may issue an order related to the Annual Informational Filing submitted by the NETOs.
In 2016, SPP filed a petition to waive certain provisions of its Tariff related to the implementation of the revenue crediting process in Attachment Z2 for the historical period. The Commission's consideration of this petition is ongoing.
