New Electronic Residence Permit Introduced in Austria

Austria has introduced a new electronic residence permit for foreigners, produced by OeSD on behalf of the Austrian Federal Ministry of the Interior. This modern card, replacing traditional permits, stores biometric data and grants holders certain benefits, while also reinforcing security and deterring misuse.

The card, smaller than a credit card, encodes the cardholder's biometric data (fingerprints and photo) and other essential information such as their name, address, and any special conditions. To access the data stored on the chip, physical possession of the card is required.

The electronic residence permit card is part of an EU-wide initiative to standardize residence permits across member states. It complies with Council Regulations No. 1030/2002 and No. 380/2008. By 2025, the EU Entry/Exit System (EES) will record entry and exit data along with biometric data for all non-EU nationals entering Schengen countries, replacing passport stamps and enhancing real-time border security updates and automated border checks.

Foreigners in Austria can obtain the electronic residence permit through various routes, such as the residence permit for financially independent persons. Requirements include proof of income, renting or purchasing property, opening a local bank account, health insurance, and family members' presence during application. The permit is initially valid for 1 year, extendable subsequently.

The electronic residence permit card facilitates police checks through the printing of the cardholder's address on the back of the card. Only authorized bodies, such as the police and aliens and citizens' registration authorities, can access the data stored on the chip. The use of biometric data in the electronic residence permit is intended to deter misuse and reinforce the connection between the document holder and the document.

The introduction of the electronic residence permit card is a significant step towards enhancing the security of EU residence permits for third-country nationals. All European Union member states are obligated to adopt this system, aiming to harmonize these permits across the continent. The objective is to prevent misuse and ensure a secure and efficient border control system for all.
