Stirring up a storm during a recent meeting at the Tomsk City Duma, a heated debate arose around the performance of the municipal Center for Organizing Passenger Transport Control (COPTC). This control center records a staggering 70-100 violations daily, reports the data to the mayor's office, but no significant action is taken against the sneaky transport companies.

Four transport companies, Medeia, Alliance, TransAuto, and IP Radishchevskaya, are repeated offenders, systematically breaking contracts and paying zero fines for years. According to Pavel Astapenko, the director of MUB "Center for Organizing and Controlling Passenger Transportation", none of these companies have paid a single fine, and they haven't offered a single explanation for their actions.

In the first five months of 2025, a whopping 4,021 citizen complaints were directed to the COPTC, representing a 6% increase from the same period the previous year.

Equipped with 49 electronic displays and monitoring systems, the control center keeps track of schedule violations, lax vehicle requirements, missing GLONASS system connections, and troubled payment terminals every month.

Konstantin Ushakov, a City Duma deputy, expressed his concern, "I think in the end, those responsible will be found... found in the Department of Urban Management. Because, in this situation, the COPTC's authority ends at data collection. The department should then take action."
