Let's Break Down the Budget Bash in Omsky Rayon

In the heart of Omsky Rayon, the annual budget bash went down at the meeting hall of the Omskey Rayon administration. The guest list was impressive, boasting the head honcho, Gennady Dolmatov, and many other bigwigs like Yuri Tetyannikov, deputies, and Rayon administration reps.

Kicking off tradition, the finance and control committee chair, Olga Sidorenko, took the stage with a report on the budget execution. With a small surplus of 1.208 million rubles, things were looking up, considering the originally planned parameters. The optimism was palpable as Olga pointed out that even the 2023 budget ended in the black.

Revenue Breakdown

Compared to 2023, the revenue sector of the budget showed a massive 122.8% growth, around 770 million rubles. The chairman of the relevant committee of the Rayon administration attributed this surge to tax and non-tax revenues, maintaining the financial stability of the Rayon budget.

Personal income tax (PIT) led the charge, bringing in over 743 million rubles. Major taxpayers like LLC "Morozyorskaya Ptitsefabrika", ZAO "Irtyshskoe", OJSC "Omsky Kauchuk", LLC "Guarant-Eurookno", and others ensured this hefty haul.

Various types of taxes, including agricultural ones, also saw growth. Non-tax revenues increased as well, attracting 106.4 million rubles to the Rayon budget, a 2.1 million ruble jump from 2023. Unsurprisingly, untied funds from higher budgets accounted for almost 72% of the Rayon budget revenue in the past year.

Where Did the Money Go?

As in the past, the district's focus remained on social sectors. Olga Sidorenko emphasized that funds were allocated towards education, culture, social policy, physical culture and sports, and housing and communal services. The total expenditure in these sectors amounted to 2.8 billion rubles, or 68% of the total budget, surpassing 2023 allocations.

Salary payments claimed the lion's share at 2.3 billion rubles, while 737 million rubles tackled issues in housing and communal services. Infrastructure projects like the purchase of a water purification station in Krugaya Gorka and repairs to the water intake well in Melnichnoe got a piece of the action. Subsidies totalling 55.8 million rubles were handed out to municipal enterprises for seasonal preparation and emergency resolution.

The road fund for 2024 amounted to 60.9 million rubles, with 51 million going towards capital repairs and almost 8 million for maintenance.

Small and medium-sized businesses, animal control, and town planning documents also received support, while rural settlements across the district saw financial aid throughout 2024.

Olga Sidorenko concluded the report by announcing that "all socially significant obligations were fulfilled," and the current goal is to maintain the district's economic stability.
