Budget of Krasnoyarsk Krai undergoes spring revisions
In Krasnoyarsk Krai, they've given the spring makeover to the budget. The session of the regional parliament approved the bill in two readings. The primary financial document will dictate the region's life for the next three years.
The revised project was presented to the deputies by Vladimir Bahar, the minister of finance and deputy prime minister of the region. The budget parameters change after analyzing the outcomes of the previous year and clarifying the funding amounts for the commitments that have been made. In the new version of the document,
the state's revenue in 2025 is expected to increase by 7.8 billion rubles due to the interest from deposited funds from the region, while expenses will rise by 14.1 billion rubles.
In total, the income and expense sections of the budget will amount to 434.4 billion and 519 billion rubles respectively. The budget deficit, which is planned, will be covered through receiving infrastructure budgetary credit and other sources.
The adjusted budget, like its predecessor, bears a strong social focus. In monetary terms, social expenses will make up almost 3 billion rubles. Of this amount, 1.3 billion will be allocated for education, which will fund school modernization, equipment for camps, support for gifted children, teacher pay, and more. 1.2 billion will be added to healthcare, enabling repair and equipment of healthcare facilities, procurement of medicine, and compensation for healthcare workers.
In addition to the social block, significant expenses are planned for the transport sector - 6.8 billion rubles, which will be used for the construction of the metrotram and subsidies for various modes of transportation. 2.8 billion rubles will be invested in the areas of communal services and construction: this includes subsidies for resource providers, and repairs of communal infrastructure facilities. The expense item for creating a comfortable urban environment and providing housing increases by 1 billion, focusing on enhancing the cityscape and increasing housing.
The revised budget's discussion involved Boris Melnychuk, Alexander Boychenko, Yuriy Zakharinsky, Vera Oskihina, and Irina Ivanova.
Vladimir Chashchin, Chairman of the Committee on Budget, Property, and Citizens' Rights, noted that the planned budget revision has a fundamental character, affecting the entire region.
"In the list of projects, which were approved during the budget review, there are 182 projects, with 80% being in municipal formations. Today, the deputies have emphasized that the main attention should be directed towards this sphere. The region is not only developing the regional center but also the territory of Krasnoyarsk Krai, and when considering the revision, the proposals from the districts, municipalities were taken into account. Last year, in the territory, 140 billion rubles were directed, this year - 150 billion. If we look at the results of 2024 compared to 2023, then the expenditures that are transferred from the regional budget to the municipal formations as transfers have increased by 20 billion rubles", - the parliamentarian noted.
According to him, in spite of all the difficulties, the results of the first quarter are optimistic: tax revenue in the state coffers is following the plan.
"Today we didn't just make changes to the budget, we made a decision to implement all the projects and constructions, measures of social support. It's vital right now, when working in the districts, discussing our budget decisions, to emphasize that our plans to form infrastructure in the territories, modernize establishments, purchase equipment, fund capital repairs of schools, and finance the transformation of medical establishments are being realized. Everything will be systematically implemented to improve the quality of life", - the Speaker of the Krasnoyarsk regional parliament, Aleksandr K Pierre, concluded.
