In a heated debate on June 19, 2025, the Dresden City Council made a momentous decision regarding the revamp of the iconic Carola Bridge. After the unfortunate collapse of the bridge on September 11, 2024, the city is eager to restore a vital traffic connection.

Mayor Dirk Hilbert emphasized the urgency of the matter, stating that the city would promptly initiate planning. The decision was backed by a legal opinion that deemed the replacement new build as the fastest and most legal solution.

A Competitive Planning Process

Four architectural firms will engage in an open competition to design the new bridge. The design will incorporate four lanes for cars, public transport, cycling paths, and pedestrian zones. Nine key areas will be assessed for a seamless blend into city traffic, optimal construction, and preservation of architectural harmony.

An oversight committee will be established, representing all council factions, economic associations, transport experts, and environmental groups to ensure transparency. National and international architects will make up the selection committee, which will choose the best design.

The layout will be crafted to complement the cityscape, avoid historical building competition, and preserve views of the old town. The construction will be robust, low-maintenance, and aesthetically compatible with existing elements, such as lamps and sandstone. Phased partial operations are planned for, where possible.

The Council also expects financial support from federal and state governments. The project is designated a top priority, with the city administration committed to providing resources for execution. The future mayor will update the council on progress every quarter.

A Complicated Timeline

The building committee's amended the administration's draft by involving four planning firms instead of one, delaying construction by an uncertain amount. Initial construction work is now anticipated to commence as early as 2028, with completion in 2031. However, some sections may open earlier.

The decision is likely to face legal challenges as discussions about whether the planned new build still qualifies as a replacement new build without a plan approval procedure persist. Protracted court battles might delay construction by several years.
