"Constructed - Registration Forbidden": Buildings Prohibited from Use Until Registration in Rosreestr

Initially, this law primarily concerns businesses. In their books, the completion of construction or reconstruction includes getting permission to operate the building or structure.
Even after receiving such permission, registration at Rosreestr is a must.
But here's the best part: for individual residential homes or backyard cottages, that permission isn't required.
Rosreestr explains that for private residential homes or backyard cottages, instead of the permission to operate, you'll need "notifications of compliance with legislative requirements regarding land development."
Now, here's a twist: due to the implementation of the simplified process for the registration of such structures under the dacha amnesty, even those notifications aren't necessary.
So, for your own private home (or dacha), wrapping up construction will be confirmed simply by having the property added to the cadastral register.
"The 'build-and-register' principle means that you can only operate buildings or structures after they've been registered - that is, after their details have been entered into the National Land Registry," Tatiana Goldobina, head of the Krasnoyarsk Krai branch of Rosreestr, told us.
She went on to explain the benefits of these updates: in one fell swoop, they'll protect the property rights of new or renovated real estate owners while providing local authorities with accurate, verified information about all buildings constructed on their territory.
