JA-Zenchu Leader Resigns Over IT Project Loss

Toru Yamano, the head of the Central Union of Agricultural Cooperatives (JA-Zenchu), announced his resignation effective March 2023. The decision comes in the wake of a significant financial loss from an information system development project.

The information system, developed for use at JA cooperatives nationwide, was intended to streamline operations such as salary, attendance, and accounting management. However, the project has faced numerous challenges, including inadequate oversight, delays, and ballooning costs, leading to a substantial budget overrun.

The loss is estimated to be 20 billion yen from the development of an information system scheduled for completion in January 2024. Despite the anticipated financial loss, the project continues to be a source of concern due to its initial cost exceeding the projected level.

Yamano, a key figure in the Japan Agricultural Cooperatives group, took responsibility for the massive loss, stating that the failures in the project were a result of his leadership. He made this announcement at a press conference on Friday, August 2.

Despite his resignation, Yamano plans to stay on as the leader of JA-Zenchu until a new leader is elected, which typically requires several months of preparation. His departure is aimed at addressing accountability concerns and restoring trust in the organization.

The information system development project was a significant undertaking for JA-Zenchu, aimed at modernizing and enhancing the cooperative's information systems. However, the project's failure has raised questions about the organization's management and financial practices.
