FCC Announces Key Staff Appointments Under Chairman Brendan Carr
FCC Chairman Brendan Carr has made a series of staff appointments aimed at strengthening the Commission's focus on technical expertise, national security, and regulatory modernization.
In a significant move, Adam Chan has been appointed as National Security Counsel, reporting directly to Chairman Carr. Chan will oversee the FCC's Council on National Security (CNS), which is chaired by Carr and structured to enhance cross-bureau coordination on U.S. communications security. With a background in strategic legal roles related to national security and China, Chan will lead the effort to institutionalize national defense within the FCC’s regulatory framework.
Arpan Sura has been named Senior Counsel to FCC Chairman Carr, serving on matters before the Wireless Bureau, the Space Bureau, the Office of Engineering and Technology, and the Office of International Affairs. Sura brings extensive experience in spectrum policy, emerging technologies, and infrastructure, having previously worked at Hogan Lovells, Sprint, and Arnold & Porter.
Scott Delacourt has been named Chief of Staff for the FCC, while Greg Watson will serve as Chief of Staff for the Office of FCC Chairman Carr. Watson regularly engages with senior staff in Congress and the Executive Branch.
Erin Boone has been appointed Senior Counsel - Media and Enforcement, reporting directly to FCC Chairman Carr. Boone previously served as Chief of Staff and wireless advisor to FCC Commissioner Nathan Simington.
Anthony Patrone and Callie Coker have been appointed as Legal Advisors in the Office of Chairman Carr. Both individuals bring valuable experience to their roles, with Patrone previously serving as an Attorney Advisor in the Commerce Department's NTIA, focusing on spectrum management issues, and Coker most recently serving as Legal Advisor to the Bureau Chief in the Wireline Bureau, focusing on universal service, national security, and competition policy.
Danielle Thumann has been appointed Senior Counsel - Wireline, Public Safety, and Consumer Protection, reporting directly to FCC Chairman Carr. Thumann previously served as Legal Advisor in Commissioner Carr’s Office from March 2021 until July 2023, and worked in the private sector on government relations matters for a nationwide telecommunications infrastructure provider before rejoining the FCC.
Drema Johnson has been appointed Confidential Assistant in the Office of Chairman Carr, responsible for managing administrative operations, scheduling, and travel arrangements for Chairman Carr. Johnson previously served as the Confidential Assistant to then-FCC Chairman William Kennard and in the Office of Commissioner Mignon Clyburn as Confidential Assistant and Deputy Chief of Staff.
Stephanie Chambless has been appointed Special Counsel, Office of the General Counsel, focusing on advancing Chairman Carr's agenda to restore free speech.
Matt Mittelstaedt has been appointed Director, Office of Legislative Affairs, leading the FCC’s Office of Legislative Affairs.
