The European Social Fund has also been a significant contributor, mainly funding projects for employment promotion and combating homelessness in Oberhausen. Since 2019, 9.7 million euros have flowed into projects that the city of Oberhausen has applied for.

An expert hearing in the state parliament focused on the application process for EU funds in Oberhausen, with Zimkeit criticizing the initial process as bumpy.
