Government Introduces Plan to Lower Pension Age Limit
In a bid to support older and disabled citizens in Russia, Yaroslav Nиlov, the chairman of the State Duma committee on labor, social policy, and veterans' affairs, has proposed a significant increase in fixed insurance pensions for certain groups.
As of February, insurance pensions and other social payments will be indexed, according to the latest announcements. However, it's important to note that this is a general increase and not specific to the proposal made by Yaroslav Nиlov.
The proposed increase is quite substantial. Citizens who have reached 80 years of age or are disabled of the first group would see a 100% increase in their fixed insurance pension. For those aged 70, a differentiated mechanism suggests a 100% increase, while for the disabled of the first group aged 80, the proposed increase is 200%. The most significant increase is for pensioners over 90, who would receive a 300% increase.
Yet, it's worth mentioning that no Russian organizations have publicly advocated for supporting the law to increase pensions for older pensioners in Russia.
The Russian government, however, has not supported the bill proposed by Yaroslav Nиlov. Dmitry Grigorenko, Deputy Prime Minister and Head of the Government Apparatus, has signed a conclusion stating that the cabinet's position on the matter has not changed.
Despite the government's stance, there have been some increases in payments. From September 1, 2021, citizens over 80 years old received a doubled fixed pension part, and payments for three categories of pensioners, including disabled pensioners of the first group, also increased. Pensioners who retired in August also received increased payments.
It's also worth noting that the average life expectancy in Russia is 72.8 years. Given the increasing age of the population and the additional expenses many elderly citizens and pensioners require for medication and external care, the proposal for increased pensions is a topic of significant interest.
In more positive news, Yaroslav Nиlov announced that pensions in 2026 will be increased in February and April. The actual inflation rate will be determined by the cabinet in January, and it's expected that the second insurance pension increase will exceed inflation.
In conclusion, while the proposed bill for increased pensions for older and disabled citizens has not been supported by the Russian government, there have been incremental increases in pension payments. The future of pension increases, particularly in 2026, remains to be seen, with the actual inflation rate to be determined in January.
