Guesthouse Legalization Experiment Launches in 18 Regions

An experiment to legalize and regulate mini-hotels, also known as guesthouses, has kicked off in Sirius, near Sochi, and 17 other regions. The initiative, led by Dmitry Plyushkin, head of the federal territory administration, aims to enhance safety and transparency in the sector while aiding infrastructure planning. Mini-hotels will now be subject to official classification and registration, with single rooms required to be at least 9 square meters and double rooms needing to be at least 12 square meters. Once registered, these properties will be included in a unified registry of accommodation. Property owners will also be allowed to legally post advertisements online, making it easier for potential guests to find and book these establishments. The law sets a cap on the number of rooms and guests per mini-hotel - a maximum of 15 rooms and 45 guests at a time. This experiment, set to last until the end of 2027, is a significant step towards formalizing and regulating the mini-hotel sector, promising to boost transparency, safety, and better planning for infrastructure development in the regions involved.
