Homeowners in Sverdlovsk region, specifically 105 properties, are set to receive repair bills for the first time.
Late April 2025 saw the expiration of the capital repair payment moratorium in the Sverdlovsk region. Now, residents and property owners of 105 recently constructed buildings are legally required to shell out their contributions.
Homes in locations such as Karpinsk, Zarechnyi, Revda, Kamensk-Uralsky, Krasnoturinsk, Kushva, Nizhny Tagil, Sukholog, Talitsa, Baranchinskii and Michurinskii settlements, the towns of Bissert and Verkhnee Dubrovo, and properties in Yekaterinburg, are now included.
Previously, from February 1, 2025, residents had the option to decide—during a general meeting of property owners—how to accumulate funds for future capital repairs. They could choose between establishing a specialized account or saving their contributions in the regional operator’s account known as the "common pot."
As the initial invoices for May 2025 are expected to arrive at the end of May to early June, the Fund advises owners to focus on the following details:
- Confirm that the property area and owner details in the invoice are accurate. In case of discrepancies, contact the calculation center that issued the invoices promptly, providing your passport and property ownership documents.
- Pay heed if the May invoices don't arrive. Reach out to the Capital Repair Fund of Sverdlovsk region at their hotline (8-800-300-80-88 or 8 (343) 287-54-54) to ascertain the reason.
You can find the list of affected homes on the Fund's website (fkr66.ru).
Earlier, "Oblaastnaya Gazeta" reported on a capital repair seminar held in Pervoural'sk.
In Russian housing and capital repair payment procedures, when moratoriums expire, regional governments publish an updated official list of properties requiring capital repairs. This list may consist of buildings that are aged, deteriorated, or were previously included in regional capital repair initiatives. You can usually access this list on the Sverdlovsk regional government's official website or the regional housing authority's site.
To verify the accuracy of your invoice data, homeowners can cross-examine the given information with the updated list of houses subject to payments, reach out to the regional operator or local housing authority directly, or scrutinize the operator’s license and accreditation status to avoid scams.
Property owners in Karpinsk, Zarechnyi, Revda, Kamensk-Uralsky, Krasnoturinsk, Kushva, Nizhny Tagil, Sukholog, Talitsa, Baranchinskii and Michurinskii settlements, the towns of Bissert and Verkhnee Dubrovo, and those in Yekaterinburg must now pay their capital repair contributions as per the current regulations. In light of the recent expiration of the moratorium, affected homes are now required to make contributions either into a specialized account or the regional operator's account (the "common pot"), as decided during a general meeting of property owners.
