Krasnodar Krai's Tariff Policy Drives Infrastructure Boom

In 2025, regional tariffs in Krasnodar Krai attracted a 30% increase in investing volume, totaling over 18 billion rubles. The electricity sector received the lion's share, with 13.5 billion rubles. The reasons for adjusting concession terms now include changes in construction materials and equipment prices, minimum wage increases, and regional modernization plans.
The Federal Antimonopoly Service's work has contributed to the growth of investment attractiveness in the housing and utilities sector. Unified forms of reports have been approved to strengthen control over investment resource use and ensure transparency in tariff formation. Maxim Shaskolsky, Head of the Federal Antimonopoly Service, reported that investment in the housing and utilities sector has doubled in recent years, reaching 552 billion rubles in 2025.
Acting Vice-Governor of Krasnodar Krai Yevgeny Pergun emphasized the importance of tariff policy for sustainable infrastructure development and investment attractiveness. Krasnodar Krai has experienced significant pressure on its communal and engineering infrastructure due to its rapid growth.
