Out in the Sticks with a Degree: Kazakhstan's "Diploma to the Village" Program

Keen on revitalizing rural Kazakhstan, the "Diploma to the Village" program is still thriving. For graduates daring to take the leap and settle in the countryside's remote areas, the government offers a 0.01% interest housing loan as an enticing incentive. Get all the deets on our website!

Ever since its inception, this program's purpose has been crystal clear: to entice grads in healthcare, education, social services, culture, sports, agriculture, and governance to the country's villages.

As the Ministry of National Economy of Kazakhstan explains, these future village vanguards qualify for a relocation bonus of 100 monthly calculation indicators (MCI) – equivalent to a whopping 393,200 tenge in 2025 – and a budget loan at a jaw-dropping 0.01% interest rate for housing construction or purchase.

The state will foot the bill for mortgages up to 2,500 MCI (approximately 9,830,000 tenge) if you nestle in a district center or 2,000 MCI (7,864,000 tenge) for other outlying settlements.

A grand sum of 25 billion tenge was earmarked in 2025 for providing budget loans to specialists taking part in the program. The end goal is to help around 2,800 specialists secure abodes.

Applications for this program are handled by "Otbasys Bank," the implementing agency of the project, and the entire loan process unfolds on the Baspana Market platform.

From its inception to the present, more than 114,000 specialists (23.6 billion tenge) and over 52,000 citizens (189.5 billion tenge) have received "relocation assistance."

A heads-up: There were initial hurdles related to housing availability, with funding restrictions being a major obstacle – the program previously allocated no more than 1,500 MCI for real estate purchasing.

By the way, there were earlier reports suggesting that healthcare workers could expect a one-time payment of 8.5 million tenge if they moved to the countryside in Kazakhstan.
