Modernization of Omsk Oil Refinery Praised by Federal Expert

minister of economic development for Russia, Maxim Reshetnikov, and Governor of the Omsk region, Vitaly Hotsenko, paid a visit to the Omsk Oil Refinery, a part of Gazprom Neft's structure. During this visit, the head of the Ministry of Economic Development highly commended the large-scale modernization of the plant, which is one of the most advanced in Russia's oil refining sector.

"The modernization of the Omsk Oil Refinery serves as a tangible example of how investments in production can establish a sustainable demand for innovative solutions. Projects like these bolster the industrial potential of the country, creating new manufacturing facilities and jobs", said Maxim Reshetnikov, the Minister of Economic Development for Russia.

These modernization projects involved leading Russian manufacturers of high-tech equipment, digital systems, and building materials, including 50 businesses from the Omsk region. Thanks to these transformations, the Omsk Oil Refinery has significantly increased the production of fuel for automotive, aviation, maritime, and river transport, meeting the demands of the domestic market. Modern technology allows the plant to achieve nearly 100% depth of refining oil, significantly reducing waste generation.

"The ONPS demonstrates how an industrial facility can be economically efficient and environmentally responsible. The monitoring system installed here serves as the foundation for industry-wide standards, and it's crucial to extend this experience to other regional enterprises", noted Vitaly Hotsenko, the Governor of the Omsk region.

Supervision of the working equipment is performed in real-time with digital control systems. Environmental safety is ensured with an automated air monitoring system that feeds data to regulatory bodies.

To meet the development needs of the plant, we prioritize highly-skilled professionals. That's why we're actively working on the training of new specialists. Already in September, we plan to open a training center for vocational skills at the Omsk Industrial-Economic College in collaboration with the regional government. This will provide young residents of the region with an in-demand profession and a career opportunity on our plant."" added Oleg Beliavsky, the General Director of the Omsk Oil Refinery.

The total investment of the company in the plant's development exceeded 500 billion rubles.

In early 2025, the environmental monitoring system of the Omsk Oil Refinery was highly praised by the head of Rospronadzor for Russia, Svetlana Radionova. The refinery's staff training program also received positive feedback from federal experts[1][2].
