Municipal financial crisis: Kretschmann points to responsibility, stating "The action lies with you"
Minister President Winfried Kretschmann of Baden-Württemberg has made it clear that he is not in favour of providing short-term financial aid from the state to financially struggling municipalities in the southwest. Instead, his focus seems to be on long-term economic and structural reforms.
Kretschmann, along with other southern leaders, has publicly opposed proposals that could economically weaken their region, such as differentiated electricity pricing. Instead, he has emphasised the need for infrastructure investments like grid expansion. This suggests a preference for strategic investments over immediate financial bailouts.
The Minister President's policies regarding wages, housing, education, and energy have been the focus of recent discussions, but there is no mention of a commitment to emergency financial aid for municipalities. There is no evidence of Kretschmann endorsing direct short-term financial assistance from the state to financially struggling municipalities in Baden-Württemberg.
However, Kretschmann has not ruled out the possibility of a supplementary budget. He has stated that a supplementary budget cannot be seriously considered without knowing what the federal government has planned. The federal government must get its investment package underway, according to Kretschmann.
In a more positive note, the state is expected to pay out around three billion euros from the communal financial equalization to the municipalities earlier than planned, which will help stabilise the budgets in the town halls to some extent.
The Minister President has also emphasised that the current situation should not be dramatised. He described the backlog of repairs as not yet being a collapse. However, he has stressed the importance of avoiding double funding to ensure the efficient use of resources.
