Good news for the chilly! Millions of pensioners in England and Wales will be warming up this winter, as the Winter Fuel Payment returns after a controversial shift in eligibility criteria.
The Treasury estimates that a whopping nine million elderly folk will receive the payment this winter, with a focus on those on lower and middle incomes.

The Winter Fuel Payment amounts to £200 per household, or £300 if you've got someone over 80 in the mix. Chancellor Rachel Reeves justified the tough decision last year, blaming the prior administration for the messy inheritance.
She continued, "[We] must continue to means-test this payment to ensure it's targeted and fair, rather than restoring eligibility to everyone, including the wealthiest." But fear not, low-income pensioners won't miss out under the government's new plan.
Retirement policy expert Jon Greer acknowledges the political and practical complexities of abolishing universal benefits like the Winter Fuel Payment. He explains, "Limiting payments to those on certain income-based benefits might have seemed responsible, but the government underestimated the administrative burden and the strong feelings such changes provoke among pensioners."
Who Qualifies for Winter Fuel Payment in 2025/2026?
To qualify, you need to be at least 59 (born before September 21, 1959) if you're in England or Wales, have an annual income of £35,000 or less, and be residing in the UK during the qualifying week, which is September 15-21, 2025.
The new regulations should help those on lower incomes continue to receive support. The Treasury anticipates that over three-quarters of pensioners in England and Wales will qualify.
Those with an income above £35,000 will have their payment automatically recovered by HMRC or opt out of receiving it altogether. Around two million such individuals are living in England and Wales.
Collecting Your Winter Fuel Payment
Worry not, the Winter Fuel Payment will be automatically deposited into eligible households. Those with an income above the threshold will have the payment collated via PAYE or self-assessment tax returns by HMRC.
The DWP is set to develop a system that will enable folks to opt out of receiving the payment if they don't want the amount recovered through HMRC.
The Winter Fuel Payments will continue in Northern Ireland, while in Scotland, the policy is devolved. The Scottish Government and the Northern Ireland Executive will receive additional funding following changes in England and Wales.
