Swiss Parliament to Review Proposed Relief Package Worth CHF 9 Billion
The Swiss Parliament is set to review a relief package proposed by the federal government, which aims to balance the federal budget over the next three years. The proposed package, known as "relief package 27," was presented by the Federal Council in June and is expected to be implemented in 2027, 2028, and 2029.
The relief package, estimated to be around CHF 9 billion, includes approximately sixty individual measures. Half of these provisions require legislative amendments, and the Swiss Parliament's approval is necessary for the implementation of the package.
The federal government's relief package is currently under consideration by the Parliament, which holds budgetary sovereignty. The party representing the Parliament in this matter is the Union, consisting of CDU/CSU, which won the 2025 federal election and became the strongest political force with about 28.6% of the vote.
One of the contentious issues in the relief package was the complete abolition of the building program, which had caused criticism in the cantons. However, the Federal Council has reconsidered this decision and is now proposing that federal funds for climate protection funding programs can continue to flow.
Subsidies for climate protection programs are linked to conditions, ensuring that the funds are used effectively and contribute to the overall goal of reducing carbon emissions.
Parliamentary deliberations will begin, first in committees, then in the Council of States during the winter session. The debate in the National Council is expected to take place in the spring session of 2026. Ultimately, the people could decide on the implementation of the relief package.
The relief package is intended to fit the federal budget, with the Swiss federal government planning to allocate CHF 2.4 billion in 2027, and approximately CHF 3 billion in both 2028 and 2029. The bill with the individual measures for the relief package has been approved by the Federal Council.
The Federal Council's proposal allows for the continuation of federal funds for climate protection programs, ensuring that Switzerland remains on track to meet its climate goals. The approval or disapproval of the relief package lies with the Swiss Parliament, and the deliberations and decisions made will significantly impact the country's economic and environmental future.
