Payroll regulations in Belarus to undergo changes starting August 18
From August 18, 2021, employers in Belarus are required to coordinate with the Social Security Fund (SSF) to obtain certificates confirming the absence of obligations to pay social security contributions. This coordination is necessary when receiving funds for wage payments for the past month.
The coordination of certificates is only required for social security contributions, not for professional pension insurance contributions. Employers who are not contributors to the professional pension insurance have received a notification in their Personal Cabinet about the absence of obligations to pay the indicated contributions.
The coordination of certificates with the SSF organs is carried out once per day, regardless of the number of payment instructions used for wage payments. The coordination is valid for one calendar day for all payments made on that day, regardless of the month for which the payments are made.
If an organization does not receive coordination on the day of wage payment, the bank is not entitled to execute the wage transfer for the employees of that organization.
The "Messages" section in the Personal Cabinet is functioning for prompt interaction in coordinating certificates. Information exchange regarding certificate coordination takes place in this section on the day of receiving requests from employers. For requests received after 5:30 PM, information exchange will take place on the next working day.
Coordination of certificates in paper form is not excluded. Employers must submit payment instructions for SSF contributions or a certificate confirming the absence of debt to the fund when receiving funds for wage payments for the past month.
It is essential to note that the provided information is based on the available data. For precise legal details about Belarus’ social security regulations starting from August 18, 2021, consulting Belarusian government sources or legal publications from around mid-2021 would be necessary. The search results mainly cover topics related to Belarus-Russia cooperation, sanctions, political and agricultural developments, but do not mention changes to social security contributions or employer obligations in Belarus effective on that date.
