Persisting Problems with Long-Term Buildings: 14 Houses Continue to Pose Issues in Omsk

In the heart of Omsk, Russia, a long-standing issue has been brewing regarding unfinished housing projects on several streets, including Herzen, Perelet, Mayakovsky, and Khimikov.

Over the past few years, 2,529 citizens from 61 houses have found relief as their problems have been addressed. However, 14 houses remain unfinished, causing concern and frustration for the residents who are still waiting for their apartments.

Progress has been made on the house at the intersection of Maslennikova and Mayakovsky Streets, with the developer's involvement in the territorial development program. Construction on the house at Herzen Street, 11, which began in 2006, has been halted since 2012. Authorities are currently considering compensating homebuyers for this house, and a potential investor has emerged who is ready to complete the construction.

The project on Khimikov Street has changed contractors, and work is expected to be completed by the end of the year. The readiness of this house is 59%, and 138 homebuyers are eagerly awaiting their apartments.

Some homebuyers have unfortunately been defrauded, unknowingly handing over money to scammers. Local residents in the Omsk region have submitted over a thousand complaints and appeals regarding shared housing construction issues.

The Omsk region has been experiencing overall growth in investments and industrial production, supported by the federal government and regional authorities. This includes infrastructure projects such as the Omsk-Fedorovka airport relocation planned for completion by 2028. However, detailed progress updates on specific municipal housing projects may not be public or may still be in planning or early construction phases.

Last year, the region managed to restore the rights of 560 homebuyers, which is more than the previous three years combined. The construction of three houses is nearing completion: on Perelet Street (houses 1 and 2) and at the intersection of Tarasova and Yakoleva, which will accommodate 783 people.

In June 2025, changes to regional legislation allowed land plots to be provided for the completion of problematic houses like Herzen Street, 11, without tenders. This legislation change also applies to projects like the house on Zavertyayeva Street.

Minister of Construction and Architecture of the Omsk region, Alexander Rasho, commented on the situation involving defrauded homebuyers, acknowledging that each house has its own unique situation, and there is no one-size-fits-all solution to all problems.

As the city of Omsk continues to grow and develop, it is crucial that the ongoing issues with unfinished housing projects are addressed, ensuring that all citizens can call their homes their own.
