Quebec Imposes Moratorium on Family Sponsorship Applications

In a recent development, the Quebec government has imposed a moratorium on accepting applications for sponsoring spouses, common-law partners, conjugal partners, and dependent children aged 18 or older for permanent residency. The moratorium, which took effect immediately, means that any applications received during this period will be returned without processing and the application fees refunded.

The decision comes as a result of the government reaching its cap on applications for family sponsorship. As of July 9, 2025, the cap of 10,400 applications for sponsoring spouses, common-law partners, and dependent children aged 18 or older has been met. To manage the influx of applications, the Quebec government established a cap of 13,000 applications for undertakings for family sponsorship from the period of June 26, 2024, to June 25, 2026. The current quota for family sponsorship applications in Quebec during this period includes 3,500 spots for sponsoring spouses and common-law partners, and 900 spots for dependent children aged 18 or older.

However, it's important to note that the moratorium does not affect applications for sponsoring dependent children under the age of 18 or dependent adults due to disability. Additionally, adding dependents to existing applications is still possible under the moratorium.

Residents of Quebec must follow a different process to sponsor family members compared to residents elsewhere in Canada. The process involves signing a Quebec-specific undertaking and obtaining approval from Quebec's immigration ministry to obtain a Quebec Selection Certificate (CSQ).

Despite the moratorium, the government is still accepting applications for undertakings for parents, grandparents, and other relatives, as their cap has not yet been reached.
