The city of Pforzheim, located in the heart of Baden-Württemberg, is set to receive an additional €24 million per year as part of the communal financial equalization, a system designed to redistribute funds from wealthier municipalities to less prosperous ones. This influx of funds, starting from 2025, is expected to provide the city with "completely new scope for action," according to Mayor Peter Boch.

Mayor Boch has outlined three key areas where he plans to use these new funds: urban development, baths, and further efforts in the area of skilled worker recruitment. Urban development initiatives may include infrastructure upgrades and maintenance of public amenities, while investment in baths and recreational facilities often forms part of urban renewal projects aimed at tourism and resident well-being. Skilled worker recruitment efforts might be funded to address labor shortages, supporting training programs, collaborations with industries, or housing incentives.

However, the exact allocation of funds for these purposes is yet to be determined, as official budget reports or communications from Pforzheim city administration or Baden-Württemberg’s financial authorities are necessary to provide the precise breakdown.

The city council will review the proposals for the next double budget period, as the new funds are submitted as such. The city faces challenges for its city society, according to Mayor Boch, and these funds are expected to help address these challenges.

The finance mayor, Dirk Buescher, has warned about high deficit amounts in the result budget for the years 2025 to 2028. The city treasurer, Konrad Weber, has provided the expected funds from the communal financial equalization for the years 2025 to 2027. Mayor Boch is pleased about the increase in the city's liquid funds on the bank accounts.

The communal financial equalization is an instrument that aims to balance inequalities in the financial burden on the districts. The main reference points for the communal financial equalization are the population numbers of the municipalities. Regular amortization cannot yet be achieved in the years 2025 to 2028.

Mayor Boch emphasizes the importance of using improvements in the budget to reduce credit takings, as the city is bound by a budget resolution from the Karlsruhe government presidency. The city is expected to receive €16.9 million in 2025, €33 million in 2026, and €29 million in 2027.

Pforzheim, with a population of over 120,000, recorded the second highest percentage increase of all districts in Baden-Württemberg with a growth of 4.8 percent in the last census in 2022. This growth underscores the need for investment in urban development, baths, and skilled worker recruitment to maintain and grow the local economy.
