Reduction Initiative for Methane Emissions and Guidelines for Reporting Greenhouse Gases (GHGRP) Section W, focusing on Petroleum and Natural Gas Systems
The Environmental Protection Agency (EPA) has taken significant steps to address methane emissions, particularly from the petroleum and natural gas sectors.
In May 2024, the EPA released a final rule to strengthen, expand, and update methane emissions reporting requirements under the Greenhouse Gas Reporting Program (GHGRP). This rule is part of the agency's broader efforts to reduce greenhouse gas emissions in line with the Inflation Reduction Act's new authorities under the Clean Air Act.
To achieve this reduction, the Methane Emissions Reduction Program has been created. The updated GHGRP aims to ensure greater transparency and accountability for methane pollution from oil and natural gas facilities, improving the accuracy of annual emissions reporting from these operations.
In line with these updates, the EPA held several technical outreach webinars. On July 2, 2024, a webinar was conducted for the GHGRP Subpart W - 2024 Reporting Year, with a video recording available on YouTube. Another webinar was held on December 18, 2024, for the GHGRP Subpart W - 2025 Reporting Year.
The EPA also released a Request for Information related to the GHGRP on August 26, 2024, with the comment period closing on November 27, 2024. The agency received and responded to administrative petitions in response to the 2024 rulemaking action, and the responses can be found on EPA's website.
As for the proposed reconsideration of the GHGRP, information can be found on specific EPA pages. A public hearing for this proposal is scheduled for October 1, 2025. However, as of that date, no specific publicly available information indicates a formal status update or detailed progress on the proposed reconsideration of the Greenhouse Gas Reporting Program.
