Regulation of Ticket Pricing in Germany to Take Effect from 2027

The Transport Ministers' Conference in Munich has unanimously decided to determine the price of the Germany ticket based on a cost index, setting the stage for a permanent solution to the ticket's funding.

Starting from 2027, the nationwide valid Germany ticket price for local transport will increase to 63 euros. This change will provide clarity for users and transport companies regarding the ticket price, as there will be no more uncertainty about financing for the Germany ticket.

The federal government has pledged to provide 1.5 billion euros per year for the Germany ticket until 2030, with the states contributing an additional 1.5 billion euros annually. This joint funding aims to offset the revenue losses for transport companies, which have been experiencing losses due to the previous, more expensive subscriptions of the Germany ticket.

Factors such as wage and energy costs will be considered in the cost index for determining the Germany ticket price. The Transport Ministers' Conference is responsible for developing this cost index, with the process expected to be completed by autumn 2025.

Stefan Schnorr, State Secretary in the Federal Ministry of Transport, has stated that there is clarity that the Germany ticket will continue permanently. Schnorr also mentioned that there will be no more uncertainty about financing for the Germany ticket.

Bavaria's Transport Minister Christian Bernreiter (CSU) announced the changes following the Transport Ministers' Conference in Munich. The federal government's contribution to the Germany ticket is intended to offset the revenue losses for transport companies, similar to the states' contribution.

The price-finding process for the Germany ticket will end in 2027. Despite tight budgets, the federal government has committed funds for the Germany ticket. There is no publicly available information naming a specific trusted person at the Federal Ministry of Transport who was involved in the negotiation of the permanent status and financing plan of the Deutschland-Ticket.

The changes will take effect from 2027 onwards. According to Schnorr, the permanent status of the Germany ticket will bring much-needed stability to the transportation sector, benefiting both users and transport companies.
