Restrictions Imposed on Cash Withdrawals in ATMs Divulged by Central Bank

Starting next year, Russia is tightening the screws on fraud. From September 1, 2025, banks will be implementing new anti-fraud measures when dispensing cash from ATMs. These measures aim to shield consumers from fraudsters trying to coerce them into withdrawing cash.

Under the revised law on banks and financial activities, banks are tasked with safeguarding clients from unscrupulous activity. If a bank identifies a client attempting to withdraw money under duress from scammers, the bank must restrict cash withdrawals to a maximum of 50,000 rubles per day for a period of 48 hours. The bank must also promptly inform the client of the reason for these limitations.

These new regulations will take effect on September 1, 2025, and will apply to withdrawals from all types of payment cards, including credit cards. It's important to note that information about restrictions on cash withdrawals from ATMs starting June 1 is mistaken.

In case of need, during the period of these limitations, clients can obtain cash at their bank's branch by presenting a valid passport or other identity document.

Recent years have seen increased scrutiny of transactions in Russia's financial sector, with banks becoming more vigilant in monitoring transactions, especially those exceeding 100,000 rubles per day or over a million rubles per month due to changes in legislation[1]. Additionally, a law enacted in May 2025 restricts transactions for individuals involved in cashing and withdrawing funds obtained by criminal means to 100,000 rubles per month[1]. These changes are part of a broader initiative to strengthen anti-fraud systems in Russia.
