Sweden's Push for Global Talent: A Game Changer

In an op-ed penned by Mikael Forssell, co-authored with members of his recently formed business council, the focus is squarely on attracting and keeping top global talent to cement Sweden's role as an innovation powerhouse and a beacon for cutting-edge expertise.

The council, comprising notable figures from bodies like Katarina Berg (On, formerly Spotify), MajBritt Arfert (Ericsson), Masih Yazdi (SEB), and Ellinor Johansson (Embracer), aims to broaden the conversation beyond asylum seekers and instead shift it to high-skilled workers. Immigration, they argue, is not only about accepting people fleeing conflict, but it’s also about Sweden's overall competitiveness.

Forssell and the business council have outlined nine strategies to strengthen Sweden's appeal to international talent. Here's a lowdown on some of them:

Fast-Track for Skilled Workers and Researchers

The first strategy that gained traction in 2024 is a streamlined process for work permit applications and visas for researchers, a brainchild of former Migration Agency director Mikael Ribbenvik. Dubbed his "baby," this scheme has slashed processing times from over a hundred days to an average of 18 days.

Easier Job Transitions

Under current rules, a simple job change - even within the same company - necessitates a complete work permit application. However, the government is proposing legislation to change this, based on an EU directive. The suggested implementation date is May 21st, 2026.

Longer Permits for Probationary Periods

In addition to shorter application processing times, the government is also working on amendments that could allow for longer work permits, even for applicants with only a six-month trial contract.

Improved Employer Support

In a bid to better support employers with work permit applications, the government has instructed the Migration Agency to improve both pre- and post-application support, as well as to develop a more user-friendly digital tool for employers and applicants.

Digital ID Checks

Already in force, the Migration Agency's digital ID checks for select countries enable applicants to use the digital ID app Freja for identification purposes, simplifying the application process and reducing physical trips to embassies.

Better Support for Researchers and Doctoral Students

Recent policies have negatively affected researchers and doctoral students, with Some critics accusing the Migration Agency of misleading applicants about their chances of gaining residency and work in Sweden. To address this, the government is expected to propose improvements in securing permanent residency permits and extending permit periods for doctoral candidates.

A Common National Direction

Sweden stands to benefit from having a clear, coordinated approach to attract foreign skills. The government is working on a long-term, cross-agency initiative titled "Work in Sweden" to better align different government departments' efforts.

Building Sweden's Brand

The business council calls for increased marketing efforts to promote Sweden's innovative environment and high quality of life. The Swedish Institute has received a government mandate to develop a strategy for a more positive and impactful image of Sweden abroad.
