Winter Fuel Payments for Pensioners in England and Wales Remain, Despite Household Support Fund Extension
The Labour party has announced changes to the distribution of the Household Support Fund, but the Winter Fuel Payment for pensioners remains a separate scheme. All pensioners over the state pension age in England and Wales will receive an automatic Winter Fuel Payment this winter.
The Winter Fuel Payment, administered by the Department for Work and Pensions (DWP), will range from £100 to £300 to help cover heating costs. The payments will be issued between November and December 2025. Pensioners with an annual income above £35,000 will have the payment fully reclaimed through the tax system.
The Household Support Fund, initially introduced in 2021, is aimed at providing support for vulnerable people. The fund is not limited to England; it includes funding for devolved administrations in Wales, Scotland, and Northern Ireland. The extension of the Household Support Fund is a response to cost-of-living pressures over the winter. The funding for devolved administrations can be spent as they choose, without specific restrictions.
Liz Kendall, the work and pensions secretary, has announced that the plan will come into place in the coming weeks. The Household Support Fund, originally scheduled to end in September 2022, will now continue until the end of March 2025. The money also includes cash for devolved administrations in Wales, Scotland, and Northern Ireland to spend as they see fit.
The Household Support Fund will be distributed to councils, who can use the scheme to give small payments to struggling households. Labour plans to extend the Household Support Fund to help ease cost-of-living pressures over the winter. Pensioners and others struggling with the cost-of-living over the colder months are advised to contact their local council for support.
The scrapping of winter fuel payments was expected to save the Treasury £1.4bn this financial year, but recent plans suggest a rethink of this decision after Prime Minister Keir Starmer revealed the upcoming autumn budget would be 'painful'. Plans to scrap winter fuel payments for 10 million pensioners in England and Wales were previously announced by Labour.
Despite the changes to the Household Support Fund, the Winter Fuel Payment operates independently of the fund but complements wider winter support policies.
