During the day, apartment temperatures must not drop. At night, permissible deviations should not exceed 3°C. Emergency interruptions should not surpass 16 hours at +12°C, or 4 hours in colder conditions. Key management and maintenance organizations must maintain these temperatures around the clock. For low temperature issues, consumers should first contact their service provider. Both managing companies and resource-supplying organizations are responsible for different parts of the heating network. The State Construction Supervision Department of Yakutia inspects both parties for service quality violations.
